White House to Offer Plan to Save Postal Service
The Obama administration will soon offer a survival plan for the U.S. Postal Service as part of a a broader deficit-reduction package and meanwhile supports a 90-day delay in a $5.5 billion "prepayment" for USPS retiree health care due Sept. 30, Office of Personnel Management Director John Berry told a Senate panel.

Lawmakers OK Contracting Crackdown
State lawmakers sent Gov. Jerry Brown a measure, backed by state-employee unions, requiring state agencies to terminate private contracts deemed illegal by the State Personnel Board. The measure would require the departments to justify contracting out or keep the work in-house.
